An RTI anonymous application is one that is filed without revealing the applicant's true identity or by using a pseudonym. Although the RTI Act does not explicitly provide for anonymity, legal precedents and practical considerations allow for it to protect whistleblowers and activists.

  1. From a Legal Perspective (Section 6(2))
Section 6(2) of the RTI Act states: "An applicant making a request for information shall not be required to give any reason for requesting the information or any other personal details except those that may be necessary for contacting him."
Court rulings: High Courts (including the Calcutta High Court) have ruled that authorities cannot demand more personal details than contact information (such as a post office box) to protect the applicant from harassment or physical threats.
  2. How to Apply Anonymously
AS a contact point is legally required for a response, "complete" anonymity is difficult, but "secure identity" can be achieved through GIVEN methods:
Post Office Box (P.O. Box): Instead of a home address, use a P.O. Box address for the response. The PIO is legally obligated to send the information to the address provided.
Application through an NGO/Trust: You can ask a registered NGO or a specific RTI activism group to file the application on your behalf. The organization's name will appear on record, not yours.
Digital Intermediary: Utilize third-party RTI filing services that act as a buffer between you and the government department.
Common Addresses: Activists often use the address of a local press club or public library as a correspondence address.
    4. Payment for Anonymous Applications
The main challenge for anonymity is the payment method, as checks or online banking usually reveal the account holder's name.
Physical Applications: Use Indian Postal Orders (IPOs). These are available for cash at post offices and do not require printing the buyer's name, making it the most "anonymous" payment method.
Online Applications: This is not anonymous, as the RTI online portal requires a registered account with a mobile number and email. 4. Risks and Limitations
Disclaimer: If the address is unavailable or incomplete, the PIO will reject the application as they cannot respond. Section 8(1)(j): If you are requesting information related to a third party, the PIO (Public Information Officer) may use the lack of verified identity as a reason to claim that you do not have a "public interest" justification for the request. Physical safety: Anonymity is often used when inquiring about local corruption, land mafia, or illegal construction, where the applicant fears retaliation.
